School council

Cairns State High School formed its School Council in 1998.  The Council is currently composed of 11 members, including the School Principal, the P&C President, and elected parent, staff and student representatives.  Terms of office for elected members are two years, and the Council’s membership and organisation is governed by a Constitution that complies with the 1997 Amendments to the Education (General Provisions) Act 1989 (QLD).

The key objective of the School Council is to improve student learning outcomes by guiding the broad strategic direction of the school.  

To achieve this, the School Council: 

  • monitors the school’s strategic direction
  • approves plans and policies of the school of a strategic nature, including documents affecting strategic matters such as the Annual Implementation Plan, the Annual Budget and Principal’s Performance Plan
  • monitors the implementation of the plans, policies and other documents mentioned above; and
  • advises the school’s Principal about strategic matters.

The School Council does not:

  • interfere with the management by the school’s Principal of the day-to-day operations of the school and its curriculum
  • make operational decisions about the use of teaching or learning resources at the school
  • make decisions about the individual teaching style used, or to be used, at the school
  • make a decision that is contrary to a law or written policy of DET
  • have control of funds
  • enter into contracts
  • acquire, hold, dispose of or deal with property
  • sue or be sued.

The School Council is not a part of DET, it is not a body corporate and it does not have a separate legal identity. 

In 2015, Cairns State High School became an Independent Public School (IPS), and the School Council is currently undertaking a revision of the Council Constitution to update it in accordance with the school’s Independent status and the current Education (General Provisions) Act 2006 (QLD). This revision will follow the format of the DET School Council Model Constitution for IPS schools.

Our School Council will continue to work with the Principal and senior staff to develop strategies that:

  • enable the school to deliver quality education to all CSHS students
  • provide a safe and secure school environment 
  • assist the school to meet the requirements of Education Queensland in its pursuit of excellence in the delivery of education. ​ ​
