The Cairns State High School Council ratified the 2021-2024 Strategic Plan in October 2020.
Following extensive consultation, Wellbeing and 21st Century Learning were placed at the forefront in the new iteration of the previous plan. Supplementing these two areas are Connections and Success Pathways: Ways of providing networks and links to young people to develop in academically, socially, emotionally and prepared for the future.

The Guiding Statement was
developed in consultation with staff, parents and students.
The Guiding Statement now includes the Cairns High Learner
Attributes (adapted from the IB Learner Profile) which form the foundation of
global citizenship.

The school has developed
Guiding Statement Monitoring Procedures which will monitor support across the
school community both formally and also through the collection of feedback.
Following regular review processes involving staff, students and parents/carers, the Guiding Statement is modified to better reflect the needs of the diversity of students in the school and the school's strategic direction.
